Video coding technology has experienced more than 60 years of development. In this process, three types of classical techniques of transform coding, predictive coding, and entropy coding have been gradually formed to remove spatial redundancy, time redundancy, and information entropy of video signals. redundancy. Based on these three types of technologies, a predictive + transform hybrid coding framework in blocks is gradually formed. All video coding standards that have emerged so far are based on this technical framework, including ITU-T H.261, H.263, H.264 coding standards, ISO/IEC MPEG-1, MPEG-2, MPEG -4 video coding standard and China's AVS coding standard.

The MPEG Expert Group under ISO/IEC is responsible for the development of relevant standards in the multimedia field, mainly transport and storage, broadcast television, streaming media on the Internet or wireless networks.

ITU-T mainly develops video coding standards for real-time video communications, such as video telephony, video conferencing, and other applications. The H/261, which began in 1984, is a precursor to the MPEG-1 standard and is primarily defined as the implementation of video telephony and video conferencing standards over ISDN. On the basis of H.261, ITU-T established the H.263 standard in 1996 and H.263, H.263++, etc. were successively introduced.

The AVS task force established in China in June 2002 is responsible for formulating corresponding national standards for digital audio coding for the domestic multimedia industry.
