The Distinction

Teleconferencing is a general term that refers to holding a conference with a group of people, the individuals of which aren't necessarily present in the same location. To accomplish this, the group might rely on telephones, computers, televisions (video), the Internet, satellites or even radio. Videoconferencing, on the other hand, also refers to this method of conferencing but specifically to the use of video, meaning that you can both hear and see those with whom you're having the conference.

Advantages

The advantage to teleconferencing is its flexibility. For example, if you don't have any video equipment, such as a webcam, a teleconference done via phone is to your advantage. However, videoconferencing gives you the advantage of being able to see the people you're speaking with, including her facial expressions and body language. Considering how important such kinesics are to communicating effectively, videoconferencing could provide that much more insight into those with whom you're doing business.

Disadvantages

The disadvantage to some forms of teleconferencing, such as via telephone, is that you can't see the people you're talking to and thus can't glean as much information from them as you could otherwise in a videoconference. Still, videoconferencing does sometimes require more equipment and, in some cases, mandates that you obtain and use particular software to connect with the conference group. Therefore, videoconferencing could mean that you have to invest money you wouldn't otherwise have needed to participate in a conference.
